I am able to re-create this issue on every starwind server, 100% of the time.
I need to collaborate with someone at starwind, and see if I can replicate it with you guys on a remote session on your equipment.
show you what I'm seeing on a remote session on my equipment(4 servers so far, repeatable every time)
I suspect a microsoft bug, and I'll need assistance in submitting the bug for fixing

Are you sure you have not setup multiple Gateways? Only your managament NIC should have a default gateway.
If you want 2 nics for management (redundancy), team them!

If I use the iscsicli command line tool, I am able to issue a “iscsicli RefreshTargetPortal 127.0.0.1 3260” that successfully refreshes the targets list without loss of outside networking.

you can then use the gui to see the targets, and connect, or continue to use the command line.

I determined through testing this problem exists prior to installing starwind, and could be the specific windows iso I'm using. I'll post another update, when I nail down exactly what causes the issue, however with the workaround, issue is less critical.
